Used Truck Import Rules 2026: Age Limits, Emissions and Certificates in 18 Countries
Compare used truck age limits, emission standards and core certificates across 18 countries. See where truck rules differ from passenger cars (Nigeria, Angola, Qatar) and what to check before you ship.

Last updated: October 2026
If you are a dealer, fleet owner or contractor buying used or refurbished HOWO / SINOTRUK trucks and trailers from China, destination rules decide whether your unit clears or sits at the port. Age, emissions and pre-shipment certificates vary widely. This guide summarises an 18-country comparison so you can shortlist markets before you book a vessel.
Why used-truck rules differ by country
Governments use age and emission caps to keep unsafe or high-polluting vehicles off the road, protect local dealers, and raise customs revenue. For commercial buyers the important detail is that passenger-car limits and truck limits are not always the same. Shipping a 9-year tipper into a market that only allows 5-year passenger cars can still be legal — or the reverse can block you. Always check the commercial / truck column for your destination.

18-country comparison: age, emissions and certificates
Figures below follow a published industry comparison of used-vehicle import standards. Treat them as a planning checklist, then re-verify with the destination authority or your clearing agent before shipment.
| # | Country | Age limit | Emission | Core cert / special note |
|---|---|---|---|---|
| 1 | Russia | Petrol ≤5y; Diesel ≤3y | Euro 5 | EAEU SBKTS; ERA-GLONASS |
| 2 | Kazakhstan | ≤10y (suggest ≤7) | Euro 4 | EAEU documents; LHD |
| 3 | Mongolia | ≤10y | Euro 4 | No mandatory cert; condition check |
| 4 | UAE | Fuel ≤3y; NE ≤5y | GSO | RHD transit only, not for local register; 5% duty |
| 5 | Saudi Arabia | Fuel / NE ≤5y | GSO | LHD; fuel limits; no major-accident cars |
| 6 | Qatar | Fuel ≤5y; commercial ≤10y | GSO2455 | OBD OK; EV battery GSO |
| 7 | Nigeria | Passenger ≤12y; truck ≤10y | Euro 4 | VEHCAP pre-shipment; LHD |
| 8 | Ghana | ≤10y | Euro 4 | EV tariff preference |
| 9 | Kenya | ≤8y | Euro 4 | KEBS pre-shipment |
| 10 | Tanzania | ≤10y | Euro 4 | Pre-shipment inspection |
| 11 | Angola | Passenger ≤6y; truck ≤10y | Euro 4 | Strict condition check |
| 12 | Benin | ≤10y | Euro 4 | West Africa transit hub; complete docs |
| 13 | Egypt | Fuel ≤5y; NE ≤3y | Euro 5 | Notarization / embassy; high bar |
| 14 | Iran | ≤5y | Euro 5 | ≤2.5L; no US used cars; embassy brand auth |
| 15 | Cambodia | ≤10y | Euro 4 | Southeast Asia; simpler docs |
| 16 | Philippines | ≤10y | Euro 4 | Limited RHD; import permit |
| 17 | Kyrgyzstan | ≤10y | Euro 4 | Central Asia; relatively loose |
| 18 | Uganda | ≤15y | Euro 3 | East Africa; no scrap vehicles |
Default steering in most of these markets is left-hand drive (LHD). Right-hand drive (RHD) is noted separately where the source flags it (for example UAE transit, Philippines limited RHD). Age is generally counted from manufacture date.
Truck vs passenger: three markets to watch

| Country | Passenger / fuel car | Truck / commercial | Why it matters for HOWO buyers |
|---|---|---|---|
| Nigeria | ≤12 years | ≤10 years | Tippers and tractors face a stricter age cap than passenger cars. Plan model year carefully. |
| Angola | ≤6 years | ≤10 years | Trucks get a wider window than passenger cars. Commercial units remain realistic for used export. |
| Qatar | Fuel ≤5 years | Commercial ≤10 years | Commercial vehicles can be older than fuel passenger cars under the source table. |
How to read age and emission limits
Age. Confirm whether the destination uses manufacture year or first-registration year. The comparison used here follows manufacture date. A truck built in 2018 and first registered in 2019 may still be “too old” in an 8-year market if inspectors count from 2018.
Emissions. Euro 3 / Euro 4 / Euro 5 and Gulf GSO standards appear repeatedly. Matching the plate, engine family and inspection report to the declared standard avoids rejection at pre-shipment or at destination.
Certificates. Pre-shipment schemes (VEHCAP in Nigeria, KEBS in Kenya, PVoC-style programmes elsewhere, EAEU SBKTS for Russia / Kazakhstan) sit on top of age and emissions. Missing the certificate is a common reason for port delay even when the truck itself is young enough. See our Africa COC guide for conformity programmes.
Red lines and common pitfalls
- Flood, fire and major-accident vehicles are banned in most markets. Do not buy salvage units hoping to “clean” them for export.
- Buy from licensed exporters. On the China side, used-vehicle export is limited to MOFCOM pilot enterprises; individuals cannot export used vehicles directly, and a domestic third-party inspection is required. Prefer suppliers who can show export eligibility and inspection records.
- Vietnam: currently bans used passenger car imports. Do not assume a used complete car can land there. Re-check before any booking.
- UAE RHD: RHD units are described as transit-only, not for local registration.
- Document mismatch: chassis / VIN, manufacture year, emission level and invoice description must match across every document.
Practical checklist before you book a used truck
- Confirm the destination’s truck / commercial age limit (not only the passenger-car limit).
- Confirm the required emission standard and whether your unit’s paperwork proves it.
- Book pre-shipment inspection / certificate (VEHCAP, KEBS, COC / PVoC, EAEU docs, etc.) early.
- Align manufacture date, VIN, engine number and photos across invoice, packing list and inspection forms.
- For Kenya container cargo, also plan the Advance Cargo Declaration (ACD).
- Ask your clearing agent to re-confirm rules in the week of shipment — policies change.
Models buyers usually request
Whether you need a used or new configuration, these categories cover most African, Middle East, Central Asia and Philippines enquiries:
- HOWO dump trucks for mining, quarry and construction
- HOWO tractor trucks for long-haul and trailer combinations
- Lowbed trailers for heavy equipment transport

FAQ
Is the truck age limit the same as the passenger-car age limit?
Not always. In the comparison used for this article, Nigeria allows trucks up to 10 years while passenger cars go to 12; Angola allows trucks up to 10 years while passenger cars are capped at 6; Qatar allows commercial vehicles up to 10 years while fuel passenger cars are capped at 5. Always check the commercial column.
How is vehicle age usually counted?
Most markets in this comparison count from the manufacture date, not the first registration date. Confirm the rule with your clearing agent for the exact destination.
Which emission standards appear most often?
Euro 4 is common across much of Africa and parts of Asia in the table. Russia, Egypt and Iran list Euro 5. Gulf markets reference GSO / GSO2455. Uganda lists Euro 3 with a longer age window.
Can I export a flood or accident vehicle if the price is low?
No. Flood, fire and major-accident vehicles are banned in most destination countries. They are a high-risk purchase for both clearance and after-sales liability.
Do I still need a COC or pre-shipment certificate if the truck is young enough?
Often yes. Age and emissions are only part of the gate. Nigeria (VEHCAP), Kenya (KEBS), Tanzania and others still require pre-shipment conformity or inspection documents. See our Africa COC guide.
Who can export used vehicles from China?
Used-vehicle export from China requires MOFCOM pilot enterprises. Individuals cannot export used vehicles directly, and a domestic third-party inspection is required. Buy from a licensed exporter who can provide the inspection trail.
